[WATCH] Rugby World Cup 2019: Rugby’s high-tackle law explained

In May 2019, a course of action aimed at reducing injury was put in place by the Rugby World Cup. The guidelines on high tackles are designed to reduce concussions that occur during rugby games.

Referees are now obliged to stick to three rules, which will enforce the guidelines and assist in them being adhered to. These rules look out for neck or head contact and whether the danger has a low or high impact.
